Mr. James White

asked the Secretary of State for Scotland if he has yet completed his consultations on the Alexander Report on Adult Education; and if he will now make a statement.

The report included over 60 recommendations and I have received comments on them from a large number of organisations. Many of the recommendations would involve considerable expenditure and could not be implemented under present circumstances. The great majority of education authorities have already incorporated their adult education and youth and community services in a Community Education Service, as recommended in the report. I accept in principle the recommendation to establish a Scottish Council for Community Education: this and other aspects of the report will be discussed shortly with the bodies concerned.

When these consultations have been completed I intend to make a further statement about the report as a whole.
