§ Mr. FreesonI recognise that the exiscting provisions governing the eligibility for what are known as "well maintained payments" can give rise to anomalies as between tenants of dwellings which are fit and those which are unfit. Remedying such anomalies raises fundamental questions regarding the principles of the land compensation code, but as part of my general concern for tenants' rights I shall be considering this problem specifically within the current review of the Rent Acts.
