Mr. Sillars

asked the Lord President of the Council (1) if his officials, in preparing the legislation on devolution, had discussions with officials of EEC institutions;

(2) if the Government have formally or informally discussed the subject of devolution for Scotland and Wales with EEC institutions or bodies or with any of the United Kingdom's partner Governments.

No such discussions have taken place, but other EEC Governments are, of course, aware of our general approach on devolution.
