§ Mr. MillanNo. As my right hon. Friend informed the House on 19th592W November 1976—[Vol. 919, c. 797]—the Government have decided not to bring these regulations into force for the time being; but in any case, I do not regard such an exercise as necessary for the HQ of my Department.
