§ Mr. Denis HowellThe Water Charges Equalisation Bill provides for full equalisation of the unit cost per unmeasured property of the financing charges of each water authority which are attributable to capital expenditure incurred before 1st April 1976 in the provision of unmeasured water supply. It does not, for the reasons set out in the consultative document, operate directly on the charges to the consumer.
