asked the Secretary of State for the Environment what is now the estimated overspend by local authorities in the current financial year; which are the authorities concerned; what is the amount in each case; and what sanctions will be imposed.

Estimates formed during the recent rate support grant negotiations for 1977–78 put the likely level of local authority current expenditure excluding rate fund contributions to the housing revenue account at some £190 million, at November 1976 prices, above the Government's expenditure plans set out in Cmnd 6393. It is impossible to break this figure down to individual authorities without taking a view on what would be the expenditure for each authority commensurate with the aggregate planned expenditure. We have not got sufficient evidence to do this.
