HC Deb 09 December 1976 vol 922 c297W
Mr. Lomas

asked the Secretary of State for the Home Department who is responsible for the inspection and licensing of United Kingdom breeders of animals.

Dr. Summerskill

The licensing and inspection of premises used for the breeding of dogs for sale, or for the keeping of certain dangerous wild animals, are the responsibility of local authorities. In addition, the Agriculture Ministers have powers to inspect and license farm livestock for certain purposes. The Medical Research Council administers accreditation and recognition schemes for breeders and suppliers of certain types of laboratory animals on a voluntary basis.
