§ Mr. Sillarsasked the Secretary of State for Scotland what statutory powers he has to prevent a river purification board taking action against an industrial undertaking, such as mining, if that action would cause a heavy loss of jobs in an area of high unemployment.
§ Mr. McElhoneAny person aggrieved by the refusal of consent by the river purification authority to the discharge of any trade or sewage effluent into controlled waters or by conditions attached to consent given has a right of appeal to my right hon. Friend. The Clyde River Purification Board Act 1972 extends the control of discharges to those made in or to underground strata, in the area of the former Clyde River Purification Board but subject to the same right of appeal. My right hon. Friend would consider any such appeal in the light of all relevant circumstances.
