(2) why a draft circular based on the as yet unpublished Trethowan Report has been circulated to area hospital boards; and if the draft circular proposes that functions currently undertaken by educational psychologists should be undertaken by area hospital boards.
§ Mr. EnnalsI would refer my hon. Friend to my reply to my hon. Friend the Member for Preston, South (Mr. Thorne) on 6th December. The draft circular has been seen by a senior staff member in some area health authorities as part of the normal consultation procedure. It refers to educational psychologists only in passing, and proposes no diminution of their responsibilities.
