§ Mr. HoramThe United Nations Economic Commission for Europe is considering a regulation relating to the protection of vehicles in impacts at slow speed. Polyurethane bumpers are one means of satisfying such a requirement, but not the only one; and my right hon.182W Friend does not propose to make their use compulsory.
