Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs what conversations have taken place with the representatives of the SWAPO about the terms and conditions for the supply of uranium from the Rossing mine following Namibian independence.

Mr. Rowlands

We have frequent discussions with SWAPO leaders, both at Ministerial and official level. Senior SWAPO representatives called on me on 30th June.

All important elements of the situation in Namibia including the Rossing uranium mine, are freely discussed.

Mr. Hooley

asked the Secretary of State for Foreign and Commonwealth Affairs if he will take advice about the legality of the contract for the supply of uranium from Namibia in the light of the UN decree on Namibia's national resources.

Mr. Rowlands

The decision not to interfere with the Rossing contract announced by my hon. Friend the then Under-Secretary of State on 9th December 1974 was based on an opinion of the Law Officers of the Crown. The Government do not regard the United Nations Council's decree against trade in Namibia's natural resources as legally valid.
