asked the Secretary of State for the Environment if he has completed his review of priorities within the motorway and trunk road programme; and if he will make a statement.

asked the Secretary of State for the Environment if he will publish a list of roads which he intends to remove from the road building programme.

I have reviewed the priority of schemes in the motorway and trunk road programme in the light of the reduced resources for road building announced in Cmnd. 6393, and have subsequently taken account of the further modifications resulting from public expenditure reductions in 1977–78 announced by the Chancellor on 22nd July. It is my aim to ensure that the resources available are concentrated on the schemes of greatest national priority. The additional cuts in 1977–78 mean that it will be necessary to withdraw tender invitations on certain lower priority schemes immediately. As a result of that and of the general reductions in resources in Cmnd. 6393, the date of many of the schemes in the programme will be set back by a number of years.

Because of the unpredictable delays that can affect the progress of a road scheme from planning to completion it is not possible to give firm start dates for individual schemes. However, schemes that are likely to be delayed are shown in list 1 below with an approximate indication of their new starting date.

Certain schemes in the preparation pool, namely all those in list 2 below, seem unlikely to be built in the foreseeable future and they are, therefore, being withdrawn from the pool so that no further work will be undertaken on them in their present form.

Schemes in list 3 are of higher priority and will be undertaken as early as possible, subject to their being satisfactorily evaluated and to the completion of any necessary statutory procedures.

In lists 1 and 3, approximate start dates are given where possible. If some schemes are not ready to start on time, it may be possible to advance others in the programme.

The contracts for most of the schemes are likely to be for periods of construction of between 18 and 30 months. In general, therefore, the completion dates of the roads should be some two years later than the dates shown, but subject also to all the qualifications as apply to the start dates.

The priority of individual schemes and the programme of planned starts will be kept continually under review and will be modified to take account of changing circumstances, including the financial re-
