asked the Secretary of State for Social Services why the additional remuneration awarded to junior hospital doctors is to be taken out of existing allocations for hospital expenditure.

Financial allocations to health authorities are now subject to cash control to provide an absolute limit for each year. The national allocation for the present financial year included an increase which had to cover all new developments, including the purchase of additional medical time.
