§ Mr. Denis HowellNo estimate is available of the number of three-gallon WC flushing cisterns in England and Wales. The estimated number of households with cisterns of this size in Scotland is 1.1 million. In the circumstances I have no meaningful figure for the amount of water that could be saved by an overall reduction in capacity of one gallon.
