§ Mr. Tim Rentonasked the Secretary of State for the Environment what action he proposes to take with regard to the representations from three county councils that annual salary increments for their employees should be considered as part of settlements within the 4½ per cent. pay policy, rather than in addition to and on top of the pay policy; and how much expenditure would be saved if this policy were adopted by all local authorities.
