asked the Secretary of State for Energy how much of the annual concessionary coal allowance is allocated to a miner or a retired miner who has gas or electrical heating in his home and has no requirement for coal.

Where a serving or retired mineworker voluntarily converts his home to gas, electric or oil heating so as to preclude the use of solid fuel, no cash payment is made in lieu of the concessionary fuel allowance. However, the National Coal Board may grant a monetary allowance in lieu of solid fuel where it is satisfied that, due to circumstances outside the concessionaire's control, he is unable to burn solid fuel. The allowance is equivalent to five tons of Sunbrite —or three tons in the case of retired mineworkers—at the district delivered price.
