asked the Secretary of State for the Environment if he is satisfied with the workings of the Water Act 1973; and, in particular, if he is satisfied that the regional water authorities are carrying out their duty under Section 10 of the Act to conserve water resources in their area.

The consultation document on the review of the water industry made clear that there are a number of aspects on which we are dissatisfied with the arrangements that the Government established in the Water Act 1973. But I am satisfied with the general approach of the water authorities to the duties of water conservation laid on them by the Act.
