asked the Secretary of State for the Environment if he will consult the Building Societies Association on the policy of some societies of refusing mortgages on converted flats in London; and if he will make a statement.

I understand that difficulties over ensuring adequate provision for the upkeep of common parts does, on occasions, cause some building societies to be reluctant to lend on converted flats in London. However, the topic is one which has already arisen in talks between the Building Societies Association and the local authority associations. Those discussions are leading, I believe, to a more sensitive approach on several issues.
