§ Mr. Gwilym Robertsasked the Secretary of State for the Environment if, in the light of the letter sent by the West Midlands Regional Director of his Department to local authorities on 22nd July calling for a holding action on housing development, he will ensure that this holding action should be for a very short time; and if he will make a statement informing local authorities of some time scale on this procedure.
