§ Mr. Michael Morrisasked the Secretary of State for the Environment if he will publish before the Second Reading of the Drought Bill [Lords] a comprehensive list of those users of water which he considers non-essential under Clause 1 of the Bill.
§ Mr. John SilkinI will do this, but the list will, of course, be proviisonal; my final decision will take account, as 1 had always intend, of points made during the Second Reading debate.
