Mr. Wigleyasked the Secretary of State for Foreign and Commonwealth Affairs whether the Government have advocated at any time, in discussions with other members of the EEC on direct elections to the European Parliament, that 114W representation for all countries should be directly proportional to their populations.
§ Mr. CroslandNo. But the Government have made clear in the Community their view that, apart from a minimum number of seats for the smaller member States, representation should be as nearly as possible proportional to the size of population of member States.
