Whether all British subjects are permitted to enter and move within the EEC as if they were nationals of another Member State.

No. Those British subjects who fall within the term "nationals" as defined in the Treaty of Accession to the EEC are permitted to enter and move within the EEC as if they were nationals of another Member State.
