asked the Lord President of the Council if, following changes in the Administration, it remains the Government's view, as expressed to the hon. Member for South Ayrshire in a written reply of 9th December 1975, that devolution is impracticable in those fields, especially trade, industry and employment, in which they have refused to grant powers to the proposed Scottish Assembly.

I am not yet in a position to make the fresh statement on devolution promised by my predecessor and I would be grateful if the hon. Member, with others, would give me some time before I answer specific questions on the subject. I certainly recognise the desire for answers to be made on many aspects of the matter as soon as possible.
