§ Mr. Rostasked the Secretary of State for the Environment (1) if he will adjust the cost yardstick system as applied to housing associations and local authority housing, to include a specific allowance for costs involved in thermal insulation and the installation of energy efficient heating systems;
(2) if he is satisfied, in the interests of energy conservation, that the existing cost yardstick system applied to housing associations and local authority housing provides sufficient flexibility for the provision of thermal insulation and installation of energy efficient heating systems.
