I have decided to retain the Policy Unit at 10 Downing Street under Dr. Donoughue and I have also appointed Mr. Tom McNally, who has been my special adviser in the Foreign and Commonwealth Office since March 1974, to continue in a similar capacity at 10 Downing Street.
