asked the Secretary of State for the Environment whether he will make allocation regulations enabling Section 5 of the Health and Safety at Work etc. Act 1974 to be made available to local authorities.

The question of the division of air pollution control responsibilities between the Alkali Inspectorate and local authorities was one of the issues covered by the Royal Commission on Environmental Pollution in its Fifth Report. The Royal Commission's recommendations are still being studied within the Department in consultation with the Health and Safety Executive.

I understand that the Health and Safety Commission is at present consulting local authorities on the question of transferring to them certain other duties under the Health and Safety at Work etc. Act 1974 and hopes to submit its recommendations shortly.
