§ Mr. Gerry FowlerI have had no discussions with the ILEA, though my Department has been informed of its proposals at official level and invited to comment. Admissions policy is a matter at the discretion of individual authorities and colleges.
§ Mr. Ripponasked the Secretary of State for Education and Science whether it remains the policy of Her Majesty's Government to encourage overseas students to attend British universities; and whether he will give an assurance that they will not be penalised by the imposition of differential fees.
§ Mr. Gerry FowlerOverseas students will always be welcome at our universities and other educational institutions. Higher tuition fees for overseas students have been charged since 1967 and, following the announcement of 16th December last, will continue to be charged in 1976–77. Her Majesty's Government will continue to provide assistance under aid programmes.

§ Mr. Gerry FowlerI understand that Belgium is about to introduce new rules which will involve differential rates for certain categories of overseas student. No differential arrangements exist in France, Italy, the Netherlands or West Germany.
