Mr. Rooker

asked the Secretary of State for the Environment if he will carry out a review of corporate management systems instituted in local government following reorganisation, with particular reference to the position of elected representatives.

The Institute of Local Government Studies of Birmingham University is carrying out a group of interrelated studies of the management of the new local authorities, with funds provided by the Local Government Training Board and my Department. One of these—funded by the Training Board—is a study concentrating particularly on the role of the elected member. As that nears completion I expect to be considering, in association with the Training Board and the Institute, whether any further research in this field should be undertaken.
