§ Dr. OwenAs is stated in paragraph 11, page 81 of the consultative document to which my hon. Friend refers, the programme budget can be used to explore the manpower implications of the priorities proposed in the document. I regret however that it is not possible at present to give reliable estimates of the numbers of staff employed or likely to be employed in each programme.
