asked the Secretary of State for Education and Science (1) what is the Government policy with regard to students who study by correspondence;

(2) if the Government have any proposals for bringing the financial assistance for correspondence students more into line with that to other students;

(3) if any guidance has been given to local authorities about the distribution of discretionary grants to correspondence students.

Local education authorities may make grants at their discretion to correspondence students in the same way as to any other students not entitled to a mandatory award. I have no separate policy with regard to correspondence students and I do not consider it would be appropriate to develop one.
