asked the Secretary of State for Education and Science if he has any plans to encourage the use of deaf teachers to teach the deaf as is the case in the United States of America.

I recognise that deaf teachers might have special insights into the learning problems of deaf children, but their hearing loss is bound to be a serious disadvantage. I am advised that only the exceptional deaf person can be expected to cope with the demanding classroom situation, including the special difficulties of oral communication; and such a person can already be considered for acceptance for teacher training in this country.
