§ Mr. MacGregorasked the Secretary of State for the Environment whether wage and salary increments should be treated as growth for the purposes of local authority expenditure next year and, therefore, be included in the amounts to be permitted to local authorities for growth in 1976–77.
§ Mr. John SilkinIf net expenditure increases through payment of increments this should be treated as growth in real expenditure. Such growth should be offset by other savings in order to ensure a standstill in local authority expenditure nationally.
