asked the Secretary of State for the Environment what representations he has received on the need for legislation protecting the interests of residential boat owners; what replies he has sent; and if he will make a statement of Government policy on this matter.

Representations have been made from time to time, and in July I met a deputation from the All-Party Inland Waterways Group to discuss with it a report and recommendations by the Residential Boat Owners Association.

Replies have rightly emphasised the difficulties and complexities legislation would involve, but, these considerations apart, I am also unconvinced that a case has been made for it on its merits.
