§ Mr. PrenticeIn deciding whether or not a particular country should be classified as developing the Department uses the list agreed by the Development Assistance528W Committee of the Organisation for Economic Co-operation and Development for reporting flows of official development assistance. The inclusion of a country in this list does not of course entitle it to receive official development assistance from any particular donor country. While the criterion used in Her Majesty's Government's aid policy is primarily that of need, the allocation of United Kingdom aid, like that of other donors, is conditioned by a number of considerations reflecting our wider interests and historical links.
