§ Dr. GilbertThe Transport and Road Research Laboratory has examined the accident rates and handling characteristics of three-wheeled cars as a class, but not of the invalid tricycle, whose construction and maintenance are the responsibility of my right hon. Friend the Secretary of State for Social Services. My right hon. Friend is satisfied that it meets the statutory requirements as to road safety.
