asked the Minister of Ovearseas Development whether he has made any new arrangements in regard to the Council for Technical Education and Training for Overseas Countries.

Practical experience since the expansion of the Council for Technical Education and Training for Overseas Countries (TETOC) in 1972 showed that the functions and responsibilities of TETOC are so closely involved with those of the Ministry that further reorganisation was necessary to remove overlap and uncertainties. With the agreement of the Chairman and Board of TETOC, therefore, the nature of the reorganisation was examined by ODM and TETOC's representatives jointly. Their unanimous advice, which my predecessor accepted after its endorsement by the council, was that harmonisation of TETOC's contribution to our aid programme could best be secured by vesting control of TETOC in a smaller board, comprising officials of my Ministry and the Director-General of TETOC. The board of TETOC has now been reconstituted in accordance with this advice.

The new board is maintaining and strengthening the links with the wide range of United Kingdom resources in technical education, management development and industrial training establised by its predecessor.
