§ Mr. MillanPrimary responsibility for the classification of areas of Great Britain for regional incentive benefits lies with my right hon. Friend the Secretary of State for Industry, who consults me in respect of Scottish areas. The rate of unemployment in Dundee, while a matter for concern, is well below the average for special development areas and is not such as to justify that status.
