asked the Secretary of State for the Environment how many and what percentage of sufferers from diabetes over the age of 17 years hold driving licences; how many and what percentage of such drivers have been convicted of driving offences during each of the last five years for which records are available; how many of such persons were convicted of offences involving driving when unfit to drive due to use of insulin; and how do the above figures, other than that concerning the use of insulin, compare with drivers generally.

This information is not readily available. Departmental statistics make no distinction between people who suffer from diabetes and people with other medical conditions. Such evidence as is available, however, suggests that less than 1 per cent. of road accidents are wholly or partly caused by medical factors.
