Mr. Spearing

asked the Secretary of State for the Environment what discussions have taken place within the EEC concerning the standardisation of windscreen qualities for motor vehicles; what has been the view of Her Majesty's Government; and by whom they have been represented at these discussions.

Dr. Gilbert

A draft directive on motor vehicle safety glass, which would require laminated glass to be compulsory for vehicles type-approved to EEC rules, has been discussed on several occasions in working groups of the Council of Ministers. Her Majesty's Government have been represented at these discussions by the appropriate officials.

The view of the United Kingdom has always been that both laminated and toughened glass should be accepted unless the evidence were to point conclusively in favour of one type as against the other.
