§ Mr. Kilroy-Silkasked the Secretary of State for the Home Department (1) when he expects to implement Section 4 of the Children and Young Persons Act 1969;
(2) when he intends to implement Section 5 of the Children and Young Persons Act 1969;
(3) on what date he proposes to introduce Section 7 of the Children and Young Persons Act 1969; and if he has not yet a date in mind if he will make a statement on this matter;
(4) what consultations he has had, and with whom, and what stage they have reached in respect of the phasing out of the unruly certificate for juveniles.
