§ Mr. CarmichaelI am keenly aware of the disturbingly high numbers of motor cyclists involved in fatal and injury accidents and of the need for proper training of learner riders. Leaving aside consideration of the very considerable practical difficulties which would be involved, 779W however, I do not consider that the situation would be improved significantly by restricting the duration of provisional licences.
