§ Mr. Biffenasked the Minister of Agriculture, Fisheries and Food by what means feed wheat and milling wheat can be distinguished to enable an effective and equitable two-tier intervention price system to operate by 1976–77 as has been indicated by the EEC Council of Ministers.
§ Mr. BishopWe have yet to be satisfied that there is a sufficiently reliable or simple test to enable intervention authorities to distinguish between parcels of wheat of respectively good and poor breadmaking qualities. The Council of Ministers on 23rd July this year asked the Commission to submit to it
appropriate measures to deal with all the problems raised by the development of these varieties unsuitable for making bread".It has not indicated what these should be.
