§ Mr. EnnalsFor reasons of economy, all Heads of Mission have been told that, as from 1976, the celebration of the Queen's Birthday should be a formal occasion restricted to a very limited number of guests. Taking into account rising costs in most countries overseas, I expect the saving to be about £80,000 in 1976 and rather more in each succeeding year.
