asked the Secretary of State for the Environment whether he is satisfied that proposed investment by British Rail is sufficient to move as much traffic as possible from road to rail and to develop public transport to make the public less dependent upon the private car.

Dr. Gilbert

The balance between road and rail is only one of many factors taken into account in determining the size of the investment programme. The rail investment programme is at present larger in real terms than at any time since the mid 1960s.
