Mr. Lawrence

asked the Attorney-General what steps the Government intend to take to implement the Phillimore Report, in view of the fact that on 11th December the Government will have to appear before the European Commission of Human Rights in connection with the ban on the thalidomide story appearing in the Sunday Times.

The Attorney-General

The Government are considering the report of the Phillimore Committee, but a final decision as to its implementation may have to wait the Law Commission's Report on offences against the administration of justice. The outcome of theSunday Times petition to the European Commission of Human Rights will be one of the matters to be taken into account in the Government's deliberations.
