asked the Secretary of State for the Environment if he will list all the criteria to be considered by local authorities in deciding whether to recommend the provision of pedestrian crossings.

Broadly, traffic flow, pedestrian need, traffic speed, and the characteristics of the road and its environment. The criteria are set out in detail in a circular (Roads No. 19/74) to local authorities. I am sending the hon. Member a copy.
