Sir Anthony Royleasked the Secretary of State for the Environment if, in conjunction with police authorities, he will take steps to restrict the parking of motor vehicles on pavements and verges, in view of the fact that in some areas pedestrians, disabled people, mothers with small children in perambulators and others are forced off the pavements and have to use the road.
§ Mr. CarmichaelNo. This is for local authorities, who have powers under the Road Traffic Regulation Act 1967 to prohibit such parking on any particular stretch of road. Section 7 of the Road Traffic Act will impose a general ban on footway parking in urban areas. It will be implemented when authorities have prepared orders exempting specific streets from the ban. Since this must be done within existing resources some delay is unavoidable.
