asked the Secretary of State for Trade (1) what discussions are currently in progress within the EEC on the dumping of Japanese alloy steel;

(2) if he will take anti-dumping action against imports of Japanese stainless steel, currently being sold at 40 per cent. below production costs in the United Kingdom.

The industry has not applied for anti-dumping action against imports into the United Kingdom of Japanese stainless steel. If it wishes to do so my Department will be happy to consider its application and give what help it can. The European Commission deals with complaints about dumped imports into the Community. I know of no formal application to it for antidumping action against Japanese alloy steel, but I understand from my right hon. Friend the Secretary of State for Industry that the Commission is studying the wider problem of the import of steel at low prices. These studies have included bilateral exchanges with some countries including Japan.

There have also been multilateral discussions within OECD.
