asked the Secretary of State for the Environment what representations he has had from the London borough of Havering regarding rate equalisation 1976–77 and needs element distribution within London; and what reply he has given.

The chief executive of the council wrote to my right hon. Friend, and we have undertaken to take the points raised in that letter into account.
