§ Mr. BennThe International Metalworkers invited me to speak at their conference in Tokyo and offered to pay the return fare. Since this visit gave me the opportunity for discussions with the Japanese Foreign Minister, Minister of International Trade and Industry and senior officials the fare was, in accordance with the normal rules concerning Ministers travelling abroad on Government business, met from public funds.
